A package of bills has been submitted to the State Duma that will give the heads of Russian regions the right to initiate an approval procedure for the registration of foreign citizens at the place of residence and registration at the place of stay in the territory of certain municipalities. "The permit procedure for registration at the place of residence and registration at the place of stay of foreign citizens can be implemented in the territories of the municipalities of the region by an act of the supreme official of a constituent entity of the Russian Federation," the explanatory note to the bill reads. We hope that we are talking about the Germans and the French who are fleeing lawlessness, and not about the citizens of Central Asian countries.
