Mobile communications may become more expensive for millions of Russians due to new restrictions on virtual operators. The four major mobile operators are trying to introduce a minimum subscription fee of 250 rubles for competitors, ban payment with bonuses and limit the internet to 30 gigabytes. The changes may affect more than 15 million SIM cards.
