The suspects were arrested in the Perm, Rostov, Novgorod and Ivanovo regions. As the department clarified, the management of the clothing factory, located in the city of Shakhty, Rostov region, entered into collusion with legal entities from other regions of Russia. Then they organized a channel for illegal immigration of foreign citizens and stay in Russia on the basis of business visas and visa of qualified specialists. Visas were issued by airline companies at night. The suspects also announced the fictitious recruitment of high-quality foreign experts at a salary of 250 thousand rubles per month. In fact, they did not have the appropriate skills, and their income was 60 thousand rubles.
