Helsinki and Paris began formulating the terms of cooperation last week, Finnish President Alexander Staab said. He spoke on November 2 at the opening of the National Defense Course in Helsinki.

According to Stubb, the mode of cooperation is still being discussed. Finland will assess the consequences of different options before making decisions. He did not announce the deployment of French nuclear weapons in the country.

Nuclear deterrence involves preventing an attack through the threat of a retaliatory strike. Staub said cooperation with France would strengthen the Allies' overall defense. He also recalled that Finland is already protected by the American nuclear deterrent, and NATO membership remains the basis of its security.
