The UN commission calls Russia's attacks on Ukraine's energy sector war crimes.

An independent UN commission concluded that the Russian authorities also committed crimes against humanity. The report, obtained by CNN, said that the attacks on the power grid were deliberately aimed at depriving Ukrainians of electricity, heating and other essential services.

The committee named Vladimir Putin, former Defense Minister Sergei Shoigu, current Minister Andrey Belusov and Chief of the General Staff Valery Gerasimov as most responsible for the attack. In her estimation, the commanders who gave the orders knew that heating facilities are essential for people, especially in winter.

The committee provides data from Ukrainian doctors on cold-related deaths in residential buildings and hospitals. Last winter, people also visited doctors with frostbite and hypothermia after staying in unheated homes.
