In Azerbaijan, there are three candidates for the position of Human Rights Commissioner (Commissioner of Public Complaints): the current ombudsman Sabina Aliyev, Jihun Grajayev and Elshana Velaiva. Their candidacies were submitted to the Milli Majles for examination. Sabina Aliyev has held this position since 2019. Gardzhev served as a judge of the Constitutional Court from 2010 to 2025, and Leiva is a member of the Committee for the Selection of Judges. The Ombudsman is elected for seven years, and may not hold office for more than two terms.
