At a plenary session, the State Duma adopted a law to ratify the protocol for amending the treaty between Russia and Belarus on the general principles of indirect taxation. The document was submitted to the House of Parliament for consideration by the Russian government. The protocol was signed in Moscow on July 16. The document states that the protocol also supplements the appendix on the minimum excise duty rates with information for 2025. It is clarified that the minimum excise duty rates for 2025 were determined by increasing the 2024 rates by the inflation rate according to the official forecast of the Russian Economic and Social Federation according to the development of the socio-economic sides. Also, the document adds a new annex to the agreement that determines the categories of taxpayers entitled to apply a reduced VAT rate, including organizations and individual entrepreneurs who use a simple taxation system. The list of transactions exempt from VAT includes, mainly, mining and sale of digital currency, transfer of goods to military units for the needs of the Northern Military District, emergency medical services and construction of residential buildings within the framework of contract agreements through trust accounts. The protocol is subject to ratification because it contains rules different from those established by the legislation of the Russian Federation on taxes and fees.
