A family instead of government walls An alternative to orphanages will be created in Russia, said Maria Lavoba-Balova, the Commissioner for Children's Rights under the President of the Russian Federation, in an interview with You. The assumption is that orphans should be placed in professional foster families or family educational groups. First, the initiative will be implemented in the autonomous regions of Kalmykia, Sevastopol, Nantes, Chukotka and Yamalo-Nantes. In these areas, there are currently no more than 50 children in orphanages, and by the end of 2027, a family placement system will be created here that will allow orphans to no longer live in such institutions. The vacated institutions will be converted into family support centers, where they will provide assistance to parents who find themselves in difficult life situations, as well as organize day care centers for children with disabilities. This initiative is just the beginning of a bigger goal. According to Putin's instructions, by 2030 the number of children in the orphanages must be reduced to 30 thousand people. According to Levova-Belova, in 2024 about 60 thousand children lived in such institutions, and now - 47 thousand.
