Sheikh Abdel Karim Masri, an incoming member of the Knesset (Israeli parliament) from the Islamist Ream party, headed an Israeli charity that was later dissolved by court order due to its activities involving designated terrorist organizations. Masri, former head of the Islamic movement in Kfar Kara and number 6 on Rames' election list, served as chairman of the Association for Humanitarian Actions, also known as Humanitarian Actions, from January 2023 to February 2025. The association operated within the network of the southern Islamic movements and maintained financial and organizational ties with elements in Turkey and northern Syria. On February 8, 2023, Masri signed a cooperation agreement with the Turkish organization Hait Yolo, whose representatives he also met during visits to Turkey. On March 12, 2026, the US Treasury Department formally sanctioned Netiv Haim under Executive Order 13224 for providing material support to Hamas. The American authorities have identified the organization as part of the international funding network of Hamas, generating revenue with the direct support of the Az ad-Din al-Qassam Brigades, the military arm of Hamas. The Ministry of Finance also identified Hayat Yolo as an operational headquarters and banking and financial center of the Muslim Brotherhood. The designation resulted in an asset freeze under US jurisdiction and restrictions on financial transactions. In the documents presented during the legal proceedings in Israel, a financial commitment of about 80,000 dollars was recorded from humanitarian acts to Hayat Yolo, related to the activity in northern Syria. The association also participated in the establishment of the Haifa Carmel refugee settlement in northern Syria and in financing a mosque that was inaugurated in 2023.
