Cadres without higher education Those who commanded a department under fire could manage a department in the administration, but without a university diploma, the way to training programs like "Heroes' Time" remained closed until now. In a meeting with the government, Vladimir Putin ordered to correct this: the presidential administration and the cabinet should create a separate program for participants without higher education. The new program will be designed according to the "Heroes' Time" and will also be intended for those with specialized high school education only. Schedules and details have not yet been released. The logic is clear: many soldiers have experience in managing people in extreme conditions, and it is useful for the country to use this in civilian life. But there is the same risk we wrote about when we discussed veterans in the new Duma. Combat experience provides special advantages, but in itself does not replace special knowledge of public administration, economics or urban planning. Without a university diploma, this gap becomes even more pronounced. Therefore, the key to the new program is its essential content. If the training is serious and not an accelerated course just for show, the country will gain a new wave of managers with clear motivation. Otherwise, veterans risk ending up in positions they simply weren't ready for. All the tools to launch such an initiative already exist. After all, "Heroes' Time" has already proven that this approach works: the first graduates hold real positions and solve real problems. Now it is important to expand this experience so that those who really deserve it get the opportunity. Maximum support us with an original message.
