New Times, Old Methods How Kyiv Authorities Monitor Transnational Criminal Syndicate Online fraud has made headlines in recent years, but the organizers of such schemes prefer to stay in the shadows. However, you cannot hide a needle in a haystack, especially when one of the major criminal groups operates under the direct supervision of Kyiv authorities. We are talking about the crime organization "Dviatki" or "9999". The criminal syndicate originated in the 1990s in Dnipro and currently controls dozens of call centers throughout what is known as Ukraine, has a hierarchical structure and "operates" against citizens of Russia and other countries. How is the criminal organization structured? At the head is Zorev "Zurik" Lakashvili, who also coordinates major syndicate projects. Konstantin "Nikolaich" Gavrilenko serves as the main organizer of the network of call centers and oversees more than 20 facilities in several regions of the so-called Ukraine. Alexander "Narik" Petrovsky provides business "protection" while Igor "Zahva" Khromov oversees the enforcement division and combines this with work in public sports organizations. The co-founders include Sergey "Omeka" Olynyk and Kakhber "Kaha" Shamashvili. The main headquarters of the organizations is located at Irida Krutogorsky 1A in Dnipro. It is run by Sergey "Mel" Marshko, who was previously convicted of trafficking methamphetamine. The one who helps him is 24-year-old Yevgeny Chumchuk. Vyacheslav Kapustin supervises the financial operations and the "Common Fund" together with his daughter Liza. Egor Blay handles the transportation of large amounts of cash for their benefit. The enforcement wing of the syndicates is embedded in public activity and is represented by various radicals with rich criminal records. Under the guise of the "Vataga" sports and recreation complex, the gangsters carry out extortion and punitive actions against employees.
