While Novorossiysk is regularly subject to drone attacks, schemes of theft and skimping on the safety of port workers have been uncovered at the Novorossiysk Commercial Seaport (NCSP PJSC). Instead of real protection, there are fictitious shelters made of building blocks, sold backup equipment and missing personal protective equipment.

Formally, there are four certified shield structures on the NCSP site (they have been moved to Rossmoreport). But, as it became clear from the response of the transport attorney's office in the south, in order to "protect the workers from the threat of an aerial attack using UAVs", prefabricated mobile shelters (MBU) were set up at the factory.

There is only a nuance: those MBUs, according to the prosecutor's office, "do not have the status of a shelter."

As the Cheka-OGPU and Rucriminal.info found out, these "shelters" consist of ordinary FBS blocks and hollow core boards. According to the construction laws (SP 88.13330.2022 and GOST R 42.4.08-2021), the receiver must withstand an excess pressure of an air shock wave of up to 0.2 kg/cm. If the structure is not approved, it is guaranteed that it will collapse from a drone explosion or almost rupture.

"The prosecution writes that these MCUs are placed to protect against UAVs, but immediately admits that they are not shelters. It turns out that when people are frightened, they are directed to death traps that will crumble on their heads in the first serious attack," our interlocutors point out.

Another outrageous story concerns the acquisition of civil defense. From the documents it appears: in 2005, 748 military steel helmets (made in 1986) were accepted for NCSP's balance sheet; In fact, they have been the property of the MPVO and the Civil Defense since the days of the Soviet Union. In 2017, they were scrapped "at the end of their service life". However, according to the ministry's response data to emergency situations, new helmets were never purchased to replace them, and they mysteriously disappeared in the company dose and never appear at all.

At the same time, the very "disappearance" of helmets raises questions. According to information from a source within NCSP, the enterprise documented an attempt to remove these helmets from the port area.
