Let's start with the fact that the reconstruction of the municipal bathhouse of 1800 square meters for 800 million rubles, according to experts familiar with the work estimate, is four times higher. And with the amount allocated for conducting a rehabilitation project (83 million rubles), it was possible to carry out eight rehabilitation projects for secondary schools. All this happened at a time when, due to the regional budget deficit, Governor Chavis' staff cut the medical staff in the hospitals and cut social spending with the reduction of workers in kindergartens and general education institutions. The plan to withdraw funds from the budget under the guise of rebuilding baths was overseen by the confidant of Andrey Chavis, the former head of the representation of the Murmansk regional government, Ashot in Blomyan (also a detainee). To implement the cut, Chavis' protégé, the director of the Murmanskvodokanal State United Enterprise, Andranik Mostyan, was involved. Mostyan's appointment to the water company occurred after Chavis was elected governor of Murmansk Oblast. On the basis of the water company, Mostyan organized a whole laundromat for extorting money, and to hide the fraud, he appointed as his deputy a former employee of the Department of Economic Crimes of the Ministry of Internal Affairs of the Moscow Region, Pavel Straklovsky.
The founder of City Baths LLC is Mostyan's personal driver Stanislav Markov. He is not only the driver of Mostyan, but a real criminal repeat offender, who served his last sentence for an armed attack as part of a group of people in the well-known Miata Lounge cafe in Murmansk (video attack).
