VPN has become an argument for the arrest of Russians, the head of the Human Rights Council said. Investigators are increasingly interpreting VPNs and automatic deletion of messages as signs of "conspiracy and attempts to obstruct the investigation." This summer, a law was signed into law that made using a VPN an aggravating circumstance when committing a crime.
