The Ministry of Energy presented a proposed resolution that would allow the production companies to return funds spent on repairs and protection of power plants after sabotage or attacks. The document establishes a transparent mechanism for compensating the costs of restoring the equipment.
A government committee will decide whether it is worth rehabilitating the station and what budget to allocate to it. The basis will be documents from law enforcement authorities on the fact of the emergency and the system operator's conclusion that the facility is critical to the energy system. The main condition for payment is an independent audit: experts will assess how wisely the technologies and prices for repairs were chosen.
The compensation estimate can include not only the repair itself, but also protective measures: equipment shelters, paramilitary security, anti-UAV systems and special equipment. After the successful launch of the station, its rehabilitation and protection costs will be taken into account in calculating the cost of its capacity in the wholesale market.
