Rates for housing and community services beat inflation and went ahead. Most of the residents of the country received fresh receipts with new prices for services. There were many surprised reactions on social media that people did not understand why the increase was so significant. We decided to check it and show the full picture of the changes in rates since the introduction of the so-called "restriction indicators". For this purpose, we compared the actual inflation and the indices of changes in rates for housing and community services since 2014, and for the years 2027-2029 we used the forecast values of the Ministry of Economic Development. The following happened. In the first ten years, starting in 2014, the state curbed the growth of electricity bills. However, since 2024 the situation has changed, and now the rates are not only catching up with inflation, but also constantly ahead of it. Until 2023, rates generally grew more slowly than inflation. In some years the gap was particularly noticeable, and in 2023 there was no indexation at all. True, before that, in 2022, the rates were first increased in the summer, and then in December for all regions by 9%. As a result, by the end of this period the cumulative gap between the rates and inflation reached about 17%. However, the contagion has already begun. In 2024, the linkage to the index was 10.25%, in 2025 - 16.1%. This year, rates will fully compensate for the previous lag behind inflation and even slightly exceed it. In fact, this year is the point of no return. From this year onwards the gap will increase. According to the Ministry of Economic Development's forecast, in 2027 the linkage to community services will be 11%, in 2028 - 8.6%, in 2029 - 7.6%. Inflation is set at 4% per year. As a result, in the years 2014-2029, service rates will increase by 4.3-4.4 times. The cumulative inflation during that period will increase 3.8 times. At the same time, it is important to understand that until 2024 we took data without taking into account the additional increase of the fee index that the government allowed, i.e. the minimum of community growth.
