The principle of "take or pay" in the electricity grids is fixed at the strategic level. The transition to the take-or-pay model in the electricity network complex has been given the status of a direct government task. The corresponding item is included in the action plan for the implementation of the energy strategy, which was approved by the Government of the Russian Federation on the last day of October 2026. In practice, this means that very soon consumers during a technological connection will pay for electricity transmission services on the basis of the declared maximum power, and not on the actual consumption volumes. In other words, the business will have to pay for the reserved network capacity regardless of how actively it is actually used. The document also defines key development vectors for the entire electricity industry and "clean" generation in particular. Among the main innovations: Demand an answer. The pool of consumers participating in flexible energy management mechanisms will be expanded. nuclear energy. The government will assess the economic feasibility of extending the operating life of existing nuclear power plants and prepare measures to support the construction of floating power units, including for export supply. Return energy to the grid. A regulatory framework will be created for selling electricity back to the grid, including through an infrastructure of electric charging stations. This will create legal conditions for the development of a market for consumers, that is, consumers who produce electricity themselves and can sell surpluses back to the grid. Import substitution in mechanical engineering. The mechanism for creating a unified industrial order for Russian turbines and steam power plants is underway. Support for renewable energy sources. It is planned to expand the list of renewable energy sources by legislation. At the same time, the participation mechanism of renewable energy facilities in the competitive power selection procedure (CPS) will be worked out.
