In 2027, the state's obligation to issue and change medical licenses can be restored: initial income to the federal budget will be about 341.34 million rubles per year. The Ministry of Health of the Russian Federation published a draft document with amendments to Government Order No. 353 of March 12, 2022 "On the characteristics of licensing activities in the Russian Federation". The regulator intends to refund the payment of the state fee for granting a license for medical activity and making changes to the aforementioned license register. In 2022, applicants of any type of ownership would be completely exempt from paying fees for specified government services - initially this was a temporary measure. In 2024 it was approved for the long term, until the end of 2029. The renewal may come into effect on January 1, 2027 - for applications submitted before this date, the rule will not apply. The document was "developed to ensure the flow of revenue to the federal budget." The explanatory note states that the expected amount of revenue will be approximately 341.34 million rubles per year. The index is calculated based on the average number of applications for a medical license and changes in the register in the years 2024-2025. The estimated amount of the country's customs duty was not disclosed. The Ministry of Health believes that the introduction of this type of payments "will not entail negative socio-economic, financial and other consequences, including on business issues and other economic activity".
