The mechanism for centralized procurement of NMG systems for the regions is a labor-intensive process; Changes are needed to simplify the procedure Deputy Director of the Federal Center for Planning and Organization of Drug Supply to Citizens of the Ministry of Health of Russia Anna Yashkina, during the discussion meeting "Open dialogue on LMWH: financing, quality, accessibility" at the "Right to Health" Congress, evaluated a new mechanism for the centralized purchase of CGM2 type diabetes monitoring systems with type CGM2 diabetes. The procurement process turned out to be a lot of work, as the federal center only consolidates data and issues notices, while the regions retain the authority to set price and quantity. Also, due to different procedures for receiving budget commitments depending on the region, notifications during the procurement may "slow down", which delays the procedure of concluding the contract and then the delivery itself. How to unify the process? Anna Yashkina could not answer unequivocally, since each region approved different movements of budget funds. Perhaps the Russian Ministry of Finance will help solve the issue by simplifying the acceptance of budgetary commitments within the framework of centralized procurement. "It should be taken into account that the justification and description of the object are given to the organizer in order to simplify the procedure. The organizer will receive the need and inform about the procurement procedure. Also, you should consider a different approach to concluding a contract - not with each client separately. And for one client - one administration," Anna Yashkina concluded. During a centralized procurement, domestic products turned out to be more expensive than imported ones - the Russian manufacturer offered a unit cost of 2.8 thousand rubles, while some suppliers offered a 60% discount. In general, throughout the country, the cost of one CGM system during procurement ranges from 1.8 to 5 thousand rubles.
