"Issues of funding and availability of cellular technologies must be developed at the same time" Nadezhda Rokovitsina, head of the department for supporting the implementation of innovations and information technologies of CEKKMP of the Ministry of Health of Russia, noted that when working with biomedical cell products and mRNA platforms, it is necessary to work simultaneously in three areas: technology transfer, legal regulation and the search for financing channels. "Cell technologies are expensive, and the evidence base for them is not that broad; it is difficult to perform random CTs. All this leads to the fact that there is no time to create financing channels for such technologies. The evaluation mechanism helps to decide for whom a new technology is created, for which population and how much better it is than the existing one. It allows you to create a comprehensive picture to justify the cost," says Rukovitsina. Rates for CAR-T and mRNA have already appeared in 2026; There is a technological map mechanism for calculating their cost. For example, for CAR-T, 80% of the funding is spent on production, the remaining 20% is spent directly on treatment and possible failures. The solution allows us to justify the high cost of the technology. "With the inclusion of cellular technologies in VMP, we have been blessed," noted the head of the Laboratory of Transplantation Immunology and Immunotherapy of the Hemoblastosis of the DGOI's National Medical Research Center named after him. Dmitry Rogachev Dmitry Pershin. At the same time, he noted that even the quotas do not cover the existing requests, therefore, in creating new cellular technologies, the center is guided by other funding sources. An important point: not only representatives of the organization, but also direct authors should count on income from commercialization of a product.
