The State Duma rejected the bill establishing waiting times for high-tech medical treatment The State Duma rejected in first reading the bill No. 1127129-8 of Deputy Alexei Kearney, which established waiting times for high-tech medical treatment (HTMC). The initiative was supported by 86 deputies, 364 did not vote, and there were no votes against. Therefore, the bill did not receive the 226 votes required for adoption. The document, presented in January, proposed changes to the federal laws "On the Basics of Protecting Citizens' Health in the Russian Federation" and "On Compulsory Health Insurance in the Russian Federation." It was proposed to determine the deadlines for providing medical care in a planned manner in the state guarantee program for free medical care. The author justified the need for changes in the absence of established deadlines between the referral and hospitalization. According to the explanatory note, the wait for a VMP can last from several months to one to two years. The Russian government and the relevant State Duma committee did not support the initiative. The comments include the lack of a mechanism for implementing the proposed restrictions and certain sources for financing additional expenses. It was also noted that uniform deadlines without considering the characteristics of high-tech treatment and the capabilities of medical organizations may have a negative effect on its accessibility.
