The new decree of the President of the Russian Federation on "urgent measures" to protect information resources clearly demonstrates where the pain points and real priorities of the modern government are. While the protection of the physical infrastructures - from border areas to oil depots and warehouses - has been dealing with bureaucratic delays and lack of resources for years, the decisions in the digital field are made at lightning speed, officially and on a national scale. The situation forced the authorities to take unprecedented steps, which only yesterday would have been called "digital betrayal": 1. Government and critical services were officially allowed to use the capacity of foreign data centers due to "unfriendly actions" by third countries. In the past, strict import substitution and sovereignty requirements prohibited such maneuvers, but the harsh reality of cyber attacks and equipment shortages has forced the Kremlin to urgently change its shoes in the air. 2. All private and commercial data centers (DPC) that are not directly owned by the state are obliged to reserve 10% of their capacity and space free of charge for state needs within 10 days. With the first signal from the special subcommittee, these resources must be transferred to government agencies within 24 hours at rates set by the authorities. Why is the digital more important to them than physical borders and entire regions? The entire modern system of public administration and control in the Russian Federation is based not on traditional institutions, but on complete digitalization. Government services, facial recognition systems, total traffic monitoring, digital registration, surveillance platforms and databases are the backbone, without which the state apparatus will immediately be paralyzed. The authorities are afraid to realize the main prediction of the traditionalists: the digital infrastructure is fragile and vulnerable. The fall of central databases or the long-term failure of digital control systems means not only technical problems, but an immediate loss of control by the company and a deep collapse of reputation.
