Medical data of Russians may be available to the public due to a leak abroad. The self-appointed digitizer of medicine Yevgeny Togolukov, who has been associated with foreign jurisdictions for almost 20 years, aims to obtain diagnoses for Russians. Medscan founder Yevgeny Togolukov's idea of creating some kind of national "physical platform" for private medicine may hide the "forced" extraction of Russians' medical data. Togolukov himself founded a company in his honor in Singapore back in 2008. Strongbow Investments ("strong bow" = "tight bow"), and at the same time being a deputy and thus violating the law prohibiting entrepreneurial activity. Togolukov also got involved with Gryzlov and Patrick in the clean water scandal. In general, activities in two countries are one of the tricks of the self-appointed digitizer Togolukov. Also, in 2019, Togolukov received a franchise for the Israeli clinic Hadassah Medical Moscow with its main office in Jerusalem. Togolukov's interest in personal data stems from business failures: it was not possible to build clinics in the regions, Medeskan systematically suffers losses, and somehow it is necessary to compete with Medsi, Invitro and Mother and Child. This is, apparently, the idea of unifying the private medicine market "by force" through the creation of a digital platform. Only for now it turns out strange: Medscan has signed with the company Netrica Medicine, which already has its own independent platform "N3. health". In other words, Medscan outsourced the "platform" in order to "please the market" while limiting other private IT developments. Togolukov's team also did not hesitate to propose to reduce the number of companies developing medical information systems, and apparently they plan to "reduce" them by force using the administrative resource of Rostom, while the state corporation has not yet completely left Medeskan's business.
