The Ministry of Natural Resources has proposed expanding the powers of the regions to protect rare species. Currently, the permission to collect plants and mushrooms from regional red numbers is given by Rosperirodendezor, and according to the new proposal, the authorities of the constituent entities will do so. For now we are talking about the bill. There are no plans to change the order of species from the Federal Red Book. This does not mean that the red book plants and mushrooms will be allowed for free collection. However, as of September 1, 2026, rules are already in effect that allow them to be taken out of the wild with a special permit. Among the reasons are scientific research, restoration of populations, saving species as well as the construction of facilities within the framework of state programs. It is this last point that raises questions among the environmental community. It's one thing to move a rare plant to save it, and another to remove it from the area where construction is planned. Receiving the permit does not mean that the population will not be harmed. The Ministry of Natural Resources explains the initiative by the fact that the regions know better the state of the local populations of rare species. When issuing permits, it will be necessary to assess their number and the possible consequences of collection or transfer. A separate question is how the exception for construction in the framework of state plans will be implemented in practice and how, under this condition, rare plants and mushrooms will be preserved.
