Social spending will be cut by 15% for the first time in history the government is going to sharply cut social spending. The nominal cut in social policy funding will exceed 15% already in 2027, and taking into account inflation, the increase will be even deeper. Federal social spending will remain below this year's level at least until 2030 - according to Treasury Ministry documents. Concept data - funding for social policy is reduced from 7,839 billion rubles this year to 6,651 billion in 2027 - minus 15.2% in nominal terms. - The cuts are being made, among other things, through payments to large families and benefits for the birth of a child: in these areas, expenses will be reduced by 371 billion rubles compared to the current year. - Funding of preferential housing programs is also subject to reduction, as stated in the conclusion of the Institute of Economic Forecasting of the Russian Academy of Sciences. The social fund budget also includes large-scale cuts. About 1.6 trillion rubles can be given as a single benefit in 2027, compared to 1.8 trillion in 2026. At the same time, the number of potential recipients increased. "Expenses are sarcastically written off. In 2027, the individual allowance will cover only 8 million children, down from 10 million in 2025 and 2026. One of the reasons for such a sharp reduction in coverage is the introduction of the so-called residency training," says Nina Ustenina, head of the Committee for Family Protection in the State Duma. The total amount of treasury spending is roughly fixed at the 2026 level. Only two sections increase sharply: "defense" and "payment of national debt". The rest decline or stabilize. To maintain income in a stagnant economy, the Ministry of Finance increases the tax burden on businesses and citizens. The government plans to increase the domestic debt. The net volume of local government loans in 2027 is 6.1 trillion rubles compared to 3.8 trillion in the law last year. In three years the public debt will exceed 24% of GDP, while the limit previously set was 19.5%. Expenditures for GDP increase to 19.6% compared to 18-17.5% a year earlier.
