October FATF statement; At the request of the Iranian government Masoud Barti, the October 2026 meeting of the Financial Task Force was held, and in the final announcement of this meeting, similar to the previous meetings, several points regarding Iran were noted. Much of this statement is the same as the previous statements. Iran is still on the blacklist and the situation has not changed. FATF did not accept Iran's ratification of the Palermo Convention and the CFT, which was done last year. That is, from the side of this institution, Iran still has deficiencies in these two cases, so it pointed to these two cases in its demands. According to this body, the ratification of these two articles is incomplete, and some conditions should be removed. Also, compliance with FATF standards is another requirement from Iran. Last year, by insisting that the approval of these two treaties would pave the way for Iran to be removed from the blacklist, the Pazkhians forced the Feasibility Council to approve them. This claim was presented by the Financial Information Center. Khani, the head of this center, said on August 16, 1404, after the approval of the Palermo Convention and during the review of the CFT Convention: "If we also approve the CFT and join it, then we can enter into negotiations with the FATF to suspend the countermeasures against Iran." But now that a year and a half has passed since the ratification of Palermo and more than a year since the ratification of the CFT, by looking at the FATF statements, these claims are proven to be false and the critics' analysis of the ineffectiveness of the ratification of the Convention was correct. It is necessary to hold responsible institutions and people who gave a wrong assessment to the decision makers. There are other changes in the latest statement compared to the previous statements as follows: At the beginning of the FATF statement on high-risk countries, Iran's activities were mentioned and the phrase "limited material changes" was used. In the previous statements, the phrase "without material changes" was used. This small change in literature did not change the situation in Iran. Also, FATF's focus is on amending domestic law to deal with terrorist financing and creating a system of targeted financial sanctions.
