The parliament entrusted the preparation of the "Mand" media list to the Ministry of Information and Intelligence of the Revolutionary Guards. After reviewing the "Fighting Foreign Influence" program, the Islamic Council tasked the Ministry of Information and the Intelligence Organization of the Revolutionary Guards to prepare and publish the list of media known as "MEND"; Media with which a citizen's interview and conversation may lead to criminal punishment. This decision expands the powers of the security institutions in determining the prohibited means of communication and increased the concerns about the restriction of freedom of expression, the activities of journalists and the communication of citizens with media outside of Iran.
