The Ministry of Construction proposed to introduce levies for the repair of pipes and old boiler houses into housing and community service rates. This initiative was presented at a round table at the Federation Council dedicated to the heating season. The Deputy Director of the Department of Housing Development and Community Services, Fyodor Kozlov, spoke there and said that the funds will be used to repair heating and water supply networks, as well as sewage. As Parlamentskaya Gazeta clarifies, the participants of the meeting noted that in many areas the pipes and boiler houses are very worn, and the money received by the resource providers at the normal rate is only enough to keep the system running. Kozlov also said that the Ministry of Construction proposes to transfer the right to determine the rate increase index for the population to the regional level.
