The Ministry of Health proposed to expand the list of documents for the purchase of tobacco and vapors. The draft order was published on the legal actions portal. The new rules are set to take effect on September 1, 2027. They plan to add a 14th document to the current list of 13 items, which includes Russian and foreign passports, a driver's license and a military ID card - a temporary ID card for a stateless person in Russia.
