The Ministry of the Interior called the uncontrolled issue of SIM cards a problem. This allows to ensure the functioning of SIM boxes and support the activity of fraud centers. As Daniil Filippov, deputy head of the agency's investigative department, explained, it is based on the existing system of agency and sub-dealers, which is almost uncontrolled, TASS reports. "It's quite difficult to deal with, there are too many of them, they appear, disappear, hand out tickets and so on. Therefore, the only systemic measure in this direction is to cancel this model of distributing SIM cards," he emphasized at a round table meeting in the Federation Council.
