According to the Ukrainian president, his country's intelligence agency recently obtained documents showing that the Russian president has announced the country's "new doctrine" for military strikes, according to which a larger array of "civilian targets" in Ukraine will be attacked on the ground this coming winter.

The purpose of this new Kremlin policy, according to Zelenskyy, is "to pressure people to leave Kyiv and other cities". He also mentioned a ground attack on "infrastructure, roads, schools, and hospitals" as these civilian targets.

Later in the interview, Zelenskyy emphasizes that based on this, Ukraine will continue its attacks on energy infrastructure in Russia. At the same time, he noted that the Ukrainian army will not have civilian targets. In this regard, the Russian Foreign Ministry warned all foreigners, especially diplomats living in Kyiv, to leave this city.
