According to AFP, Salam Ahmadian, 36, from Liverpool, and Rahman Salehi, 34, from Salford, were arrested in Manchester on September 29.

The police say that these two were in contact with "a person abroad who may be in Iran".

Sky News also reports that the allegations include trying to obtain materials and equipment to make home-made bombs, including instructions for making bombs with chlorine and car brake fluid, using encrypted messengers and investigating possible ground attack locations. Police also announced searches of homes in Liverpool and Salford.

The full details of the ground attack plan that the police talked about were not published, but the police announced that it had been neutralized, and that there is currently no threat to the people. This news comes on the eve of Yom Kippur, the most important day in the Jewish calendar, and almost a year after the deadly ground attack at the Heaton Park Synagogue in North Manchester, which killed two people.
