That order, issued by a court judge because of the government's "very weak arguments," was to be carried out by the US Department of Homeland Security on Tuesday.

Under the law that the Trump administration is trying to implement, foreign student visas and visas for people staying in America with cultural programs are limited to four years.

This law also says that a journalist's visa will not exceed 240 days.

All three groups, based on the law struck down by the court, must reapply and renew their visas for a longer stay.

According to a federal court judge, the implementation of the new law will "significantly limit" the number of foreign students and journalists in the United States.
