The credit loop is tightening: regions are drowning in debt, and banks refuse to save them The total amount of debt by federal districts as of September 2026 has increased to 3.48 trillion rubles and is as follows: Volga Federal District - 689.58 billion rubles. Central Federal District - 661.30 billion rubles. Siberian Federal District - 562.80 billion rubles. Northwestern Federal District - 429.71 billion rubles. Ural Federal District - 373.35 billion rubles. Far Eastern Federal District - 335.13 billion rubles. Southern Federal District - 242.70 billion rubles. The North Caucasus Federal District - 93.79 billion rubles. The Siberian Federal District has become a clear marker of financial pressure on the regions. The public debt of the Kemerovo region reached 124.6 billion rubles as of October 1 - this brings the region very close to the maximum limit of 126.7 billion. The crisis in the coal industry (79% of coal plants are unprofitable) and the drop in their budget revenues forced the authorities in 2025-2026 to collect commercial loans amounting to 141.5 billion rubles, with most of the new loans intended solely to service old debts. By the end of the year, the region has to pay 39.9 billion rubles, but it is becoming impossible to refinance the debt. The local Ministry of Finance failed again in 6 tenders: the banks did not submit a single request for loans in the amount of 6 billion rubles, despite the willingness of the authorities to pay more than 2 billion rubles in interest. With a budget deficit of 26.6 billion rubles, Kuzbass now expects to pay its obligations in full only by 2040. Unless, of course, they will still take it. The example of Kuzbass is a mirror for the whole country: regions are sinking into debt bondage, and the banks are already refusing to lend to them, leaving them alone with a depleted treasury. Saving drownings is the work of the drowning themselves honestly - that's the point. We speak - others remain silent.
