Federal Tax Service collects record sums from owners of expensive cars and big businesses By the end of 2025, the Federal Tax Service has estimated Russians in taxes of a record 6.6 billion rubles for cars costing more than 10 million rubles - the maximum since 2014, when the so-called luxury tax was introduced. The growth until 2024 was a third, and almost half of the amount falls on Moscow. At the same time, the department sharply increased collections from the largest taxpayers: in the first half of the year, revenues from large businesses increased 4.4 times. The fiscal system is moving from official control to working closely with wealthy groups. The luxury tax is no longer symbolic The increase in charges for luxury cars seems modest in absolute numbers (6.6 billion rubles is a fraction of a percent of budget revenues), but is important as an indicator. The list of the Ministry of Industry and Trade is expanding: in 2025 it included Chinese brands (HiPhi, Hongchi, Lixiang, Waya, Zeekr); In 2026, Ford and Volkswagen were added. This changes the very logic of the tax: it is less and less about "real luxury" like Bugatti and more about the upper segment of the mass market, which has grown in Russia against the background of the departure of Western premium brands. The threshold of 10 million rubles in current car prices ceases to be a high barrier - more and more middle-class cars purchased on credit fall below it. Geography is also telling: Moscow provides 43% of the accumulation, but the highest growth rates are in the Pskov region, Karelia, Udmurtia and Khavashiya. These are not metropolitan millionaires, but local groups with expensive cars, which the tax authorities began to find outside the usual centers of concentration of wealth. The story with big businesses is much more important. A 4.4-fold increase in revenue from control and analysis work - up to 91 billion rubles - accompanied by an 83% increase in the number of on-site inspections. Officially, the Federal Tax Service describes this as a soft procedure: identifying "risks", notifying companies, offering to clarify voluntary obligations.
