By the presidential decree, the powers of the regional executive committees and the executive committee of the city of Minsk were expanded in the field of construction Alexander Lukashenko signed a decree expanding the powers of the regional executive committees and the executive committee of the city of Minsk in determining the characteristics of the planning and construction of facilities of primary importance for the socio-economic development of the regions. The document amends Order No. 266 of July 2, 2025. The regional executive committees and the executive committee of the municipality of Minsk are given the right, according to their decisions, to approve the use of the procurement procedure from a single source when purchasing goods (works, services) from government organizations not only at the expense of the budget, but also at their own expense. They will also be able to allow the cutting of trees and shrubs and the sale of harvested trees, placing objects in the area while deviating from the approved detailed planning project. In addition, they will have the right to give permission to the client, the entrepreneur, to independently receive technical conditions for the engineering and technical support of the facility, and entrepreneurs to use modular buildings produced by the factory without developing design documentation. In accordance with the decree, the regional executive committees and the executive committee of the municipality of Minsk will be able to determine mineral deposits (sand, gravel) where their production is allowed for the construction of facilities, while simultaneously registering materials for the allocation of land plots. They will also be able to identify clients who will develop detailed spatial planning projects at their expense. Previously, this was done exclusively for budget funds. In order to reduce the time it takes for the regional administrative committees and the executive committee of the municipality of Minsk to make decisions on determining the characteristics of the design and construction of superior facilities, the need to coordinate these decisions with the Council of Ministers is eliminated. These innovations will take effect on January 1, 2027.
