The Ministry of Finance does not expect a price increase due to the new VAT on online purchases. The introduction of a 22% VAT on foreign goods purchased through stores will not lead to a price increase, said the Russian Deputy Minister of Finance Alexei Szanov. According to him, the measure will equalize the conditions for online trading and physical stores. Currently, foreign orders through markets are not subject to VAT as a rule, while in Russian retail the standard rate is 22%. Szanov pointed out that the same goods are already sold in regular stores taking into account this tax, so its extension to online trading should not affect prices. First, the Ministry of Finance proposed to introduce the tax gradually: 7% in 2027, 14% in 2028 and 22% in 2029. However, the possibility of setting a full rate of 22% next year is currently being discussed.
