The country needs a full development budget On October 27, the chairman of the Central Committee of the Communist Party of the Russian Federation, the head of the communist faction in the State Duma, Gennady Zyuganov, held a press access before the start of the plenary session. The leader of the patriotic forces of the left summarized the results of the consultations with the financial and economic bloc of the government. The reason is the draft budget, which will be voted on in the first reading next Thursday. But the speech turned into a hard-hitting analysis of how the financial bloc is fixing holes in the country's main document. Criticism of the course: The government itself admitted failure: the deficit was planned for 3.8 trillion, but a correction was made to 7.3 trillion - the figure was doubled. The budget just doesn't add up: revenues are 43 trillion, expenses are almost 49 trillion. The key rate is an average of 18% for two years, the taxes suffocated small and medium businesses, the tariffs bled citizens' pockets. "Under such conditions, economic growth inevitably tends to zero." "All the main resources remain in the hands of the oligarchy, which continues to steal the main wealth of the country." Officially, 7% live below the poverty line, another 40% live right next to the line. "Almost half of the population of a huge and rich country receives pennies" with a median salary of 53 thousand. Officials say there is no money - "this is a blatant lie". There are 740 billion dollars in reserves, and 133 trillion rubles - three annual budgets - are sitting as dead weight in the banking system. Leftist, Marxist view: the central question in the classroom is who will pay for the victory. Zyuganov says directly: it is no longer possible to go into the pockets of the population, "there is nothing left there". The alternative is to "significantly squeeze the oligarchs who have accumulated wealth and refuse to pay a progressive tax." Fair taxation of large capital would provide another 700 billion dollars. "There are no examples in history where large capital did not bear an increased tax burden during war." Without additional resources, it is impossible to provide defense and civil enterprises.
