The phrase itself comes from Eastern legends. In the story, one of the caliphs (from the Arabic "Khalif" - "successor") jokingly allowed a simple citizen to occupy his throne for one day with all the rights of a ruler. Since then, that's what they call someone whose influence is fleeting, like one hour.
