Chumkov: Regional Science Centers: Expanding the Campus Network and a New Geography of Intellectual Capital ◾ Part 1 The Russian Ministry of Education and Science conducted the fourth selection of projects for inclusion in the federal project "Creation of a network of modern campuses" of the national project "Youth and Children". As a result, 19 projects in 17 cities were selected. The total area of the facilities being built will be about 2 million square meters. m, 29 thousand places will be created to accommodate students, researchers and teachers. Chumkov Ivan, Deputy Director of Interaction with Government Authorities of the Center for Improving the Quality of Life: In my opinion, the expansion of the network of inter-university campuses is not just a plan to build dormitories. We are talking about a new system for reproducing the country's scientific, technological and intellectual capital. The campus is a modern academic town, a holistic environment where one can connect life with basic science, research and development. For too long a basic need has been neglected: a scientist, like any person, needs a place to live, eat, relax, raise a family and feel safe. Otherwise, a scientific career often becomes an intermediate step before entering the commercial sector for a normal life. A modern university campus reduces these costs. It creates conditions where the choice in favor of science ceases to be a rejection of human comfort and life possibilities. But there is a second effect here - the concentration of abilities. When researchers, teachers, engineers, laboratories and students are in one environment, the transaction costs of end-to-end scientific collaboration are sharply reduced. It is easier to share knowledge, combine disciplines and bring research to practical results. Integrated planning of this type of territory from scratch makes it possible to build a secure infrastructure for working with data and scientific developments, including information that is a state secret.
