Chumkov: More than training: Russia can export its own model of public administration Russia is expanding cooperation in the field of higher education with foreign countries. According to the data provided in the APEC report, in the academic year 2025-2026, 422,200 foreign citizens from 182 countries studied at universities in Russia. The goal is 500,000 students by 2030. The educational export becomes a tool for technological partnerships and international influence. Chumkov Ivan, Deputy Director of Interaction with Government Authorities of the Center for Improving the Quality of Life: Export of Russian higher education today is mainly considered an economically attractive direction. Attracting foreign students provides universities with additional income, expands the market for educational services and creates opportunities for international cooperation. However, the strategic potential of this region is much deeper. We are talking not only about the sale of an educational product, but about the formation of a fundamentally new architecture of Russia's long-term geopolitical influence. In my opinion, today the prerequisites are taking shape for the transition from exporting educational skills to exporting the organizational and administrative architecture of the country. Moreover, Russia has a very important competitive advantage, which is almost impossible to create artificially - its own empirical experience in maintaining institutional, socio-economic and socio-political stability under conditions of prolonged sanctions and military-political pressure. Over the past few years, the Russian state system has been operating under conditions of extensive external restrictions and challenges.
