Three years of Anokhin: the governor's federal connections have not yet been converted into development projects for the Smolensk region APEC Analytics ◾ Part 1 The career of the governor of the Smolensk region Vasily Anokhin is gradually turning into intrigue. The federal director worked relatively calmly for three and a half years, but approached the new term with a clear vulnerability: his connections at the federal level still did not provide the areas for the infrastructural breakthrough that the region expected after his appointment. Enoch risks getting a foothold in the governorship of unfulfilled hopes. And his problem is not one high-profile failure that can collapse political positions, but a gradually accumulating gap between the initial expectations and the presented result. A calm management style helps avoid conflict, but does not create its political identity and history. Especially when the head arrived with a reputation as a person capable of solving regional problems in the federal building block. These expectations had very specific reasons. Since March 2020, Anokhin has worked as the deputy head of the secretariat of Deputy Prime Minister Marat Khosnolin, and in January 2021 he headed the regional development department of the Russian government apparatus. He dealt with the regional agenda within the federal approval system itself. At the same time, the Smolensk region was not unfamiliar territory for him: in 2015-2016, Anokhin headed its representative office under the Russian government, then until 2018 he worked as the deputy governor. Therefore, after his return as head, an economic acceleration is expected from the region. The region received federal support. The most visible completed infrastructure project is the new viaduct in Vyazma, built to replace the collapsed Peninsky Bridge. The cost of planning and construction exceeded 2.7 billion rubles, most of the funds were provided by the federal budget. However, Anokhin's main reserve is still in the projects.
