Tropnov: The budget deficit has increased to 38.7 billion: Irkutsk region chooses between salary, heat and debts The report of the governor of Irkutsk region, Igor Kobzev, on the results of the government's work was made against the background of a sharp deterioration in the budgetary parameters. After the October revisions, the region's deficit reached 38.7 billion rubles, and the prosecutor's office pointed to a lack of funds for reparations, preferential medicines and social facilities. The area increases costs and reduces personnel, but the solutions presented do not yet cover the needs in the most sensitive areas. Tropanov Roman, political strategist: Irkutsk region suffered a severe economic blow - due to sanctions, the regional budget lost 19 billion rubles in income tax, which is one of the two main sources of income. The government managed to neutralize this crisis; By the beginning of 2026, the accumulated payment has been repaid by 93% and debts to the municipalities as part of initiative projects have been paid in full. Despite the difficulties in 2025, the region managed to maintain a positive dynamic in 11 key macroeconomic indicators out of 18. For three others, implementation reached 90% or more, and three indicators were closed in accordance with changes in federal legislation. It is worth noting that at the same meeting of the Legislative Assembly of the Irkutsk region, amendments to the budget for 2026 were considered and adopted - the deficit increased to 38.7 billion rubles, which is about 15.5% of the income of the region itself and close to the maximum level established in the budget code. This had to be done so that the region could meet current obligations, including paying salaries to state employees and managing the heating season. Despite the fact that the decision is not easy, the deputies agreed on it unanimously. Against this background, there is no friction between the legislative and executive authorities of the region and they will probably work together to solve problems.
