Digital strategy of "United Russia": technological leadership, "firmware" by region. 5 theses Dmitry Orlov, CEO of APEC 1 The introduction of digital and other innovative solutions for rapid development of the economy and improvement of people's quality of life is among the key goals of the technology policy of "United Russia". This was noted at the congress of coordinators of the "Digital Russia" party project in the Tyumen region. The place for the event was not chosen by chance: the region is among the leaders in the level of AI implementation. It is significant that the federal forum "Infotech" is traditionally held in Tyumen. At the same time, detailed attention to the technological agenda becomes the most important advantage of United Russia. For example, the inclusion of a technological section in the party's people's program initiated by Dmitry Medvedev was a unique decision, emphasizing the party's role as a driver of innovation. 2 As the Secretary of the General Council of the Party, Vladimir Yakushev, among the tasks of the Profile Party project are training citizens in digital services, supporting local IT companies, developing infrastructure and ensuring digital security. Thus, to increase the digital literacy of the citizens, more than 3,000 events were held under the auspices of the party project. A separate area of work for activists was to explain the functional features of electronic voting services. And in 2023, under the auspices of United Russia, the work of the "Professional Literature" sub-project began, in the framework of which more than 3,000 veterans of the Northern Military District received new specializations in this field. 3 By setting specific tasks in the technological agenda, the party always remembers strategic challenges. As Yakushiv emphasized, the technology should not replace a person where his personal responsibility is required and it is important to understand the limits of the use of AI.
