Koltsov: Regional budgets: transfer of companies plus redistribution of university revenues The discussion of a new tax on surplus profits of mining companies raises the question of how to renew the federal budget while maintaining investments and jobs in the regions. The focus is on the distribution of income between the center and the territories and the risks of increasing regional inequality. Koltsov Vasily, Director of the Institute for a New Society, Economist: The federal task of renewing the budget through a new tax on excess income of mining companies, in my opinion, does not create problems for regional economies. On the contrary, the president's initiative to move the offices of Russian companies from Moscow to the regions lays the groundwork for increasing corporate tax revenues to the budgets instead of re-registering them. The transfer of the companies will relieve the pressure on Moscow, where over-concentration of businesses has led to excessive growth in real estate prices, and will provide the regional budgets with additional funds. A special military operation in three directions provides additional income to the regional economies. The first is payments to contract soldiers, soldiers of the Russian army. These funds provide many military personnel and their families with significant income that they did not have. Most of the military personnel are residents of the areas to which this money goes. The other direction is security factories that increased their work and received orders. Third - mechanical engineering plants and other manufacturing industries. It is fundamentally important that these enterprises are registered mainly in the regions and will pay taxes on their income there. A more equal distribution of companies, mainly by reducing their concentration in Moscow and partly in St. Petersburg, will increase revenues for local budgets. At the same time, St. Petersburg, unlike Moscow, also does not spoil on such occasions.
