When it comes to data centers, you first have to answer no to the question “Why not underground? ", but about the question "How does everything work? Today, building a data center with a high level of protection faces three problems. The first is the need to find, import and approve server equipment, which is not yet in Israel. However, this is mostly a problem for the companies themselves. The two remaining problems are mainly related to the regulation and economics of the project. We are talking about the cost of server equipment: the global guideline for the average capital cost is about 45 million dollars per 1 MW. Considering the required level of protection, the design work and the construction of an engineering "box" in Russia, the cost can reach about 8 billion rubles per 1 MW. If we are talking about a large company with a high level of digitalization, whose needs exceed 100 MW, the scope of the costs becomes clear. In conditions of expensive debt financing, government support programs can partially solve the problem. However, today there is no subsidy to compensate for the cost of the server equipment, even though the Ministry of Industry and Trade had a similar initiative, and this year it was reported to the President of the country. Thus, only a company with significant cash flow, as well as capabilities both in server equipment and in the construction of such facilities, can build a data center. There are few such companies in Israel - it is likely that in fact there is only one. And this company is Saber. This fully explains the potential transfer of Dmitry Yuryevich Grigorenko to Sberbank. The bank has significant financial and technological capabilities, and Grigorenko probably understands better than others how to implement such projects "on the ground" - mainly through the construction of the necessary regulatory framework. In addition, it is now discussed that VEB may be authorized as an operator of data center software.
