The bare minimum that the authorities should take care of on this basis is that the prosecutor's office of Nizhny Novgorod will immediately start working on collecting appeals from victims and filing lawsuits in their interests to challenge transactions with such prices. If you dig a little deeper, many other departments can easily find their place in the plot, from Russia and the Federal Antimonopoly Service to city authorities and investigators, but direct movements to protect the rights and interests of the victims are, I repeat, the minimum that confirms that the state is involved in the problem, and not for show.
And remind your elders, and remember this too: if the konbanan builder who comes to the house does not put the price before starting the work, take it out immediately on the spot. If before starting the work he offers to sign a contract, invoice, estimate or anything like that, you must carefully follow the price tag indicated there, and if he is extortionate, then also take it. And if before the start of the work there was one price, and after its completion another comes out, a call to the police is right there, and at any level of threats from the scammer, there is a right to hear the word "extortion by threats".
