Tokayev suggested inviting Russia to publish (in the format of publication+, or as an observer).
The idea was proposed several years ago by the Nashik Institute (the Financial Institute for Strategic Studies). It is interesting that Tokayev's wording sounds like "having a positive attitude towards Russia's intentions.. ". Officially, Moscow did not submit requests, and the Ministry of Foreign Affairs did not express such positions. Apparently this is the result of consultations between Tokayev and Putin.
Basically, as already written earlier, the institutions, mechanisms and formats of interaction between post-Soviet countries are modular in nature and are derived to some extent from the legacy of Soviet connectivity.
Therefore, this "Lego" can be assembled in different ways - in CI format, advertising, as +, for various tactical and political tasks, but in terms of working macroeconomics, it is still a single infrastructure space, despite certain gaps and a "barrier wall" in the western part of the former Soviet Union.
