Elections in Armenia's regions: 90-96% of the vote for the ruling party and five communities with no political competition The Central Election Commission of Armenia has published the preliminary results of the municipal elections held on October 25. "Civil Contract" received the largest number of votes in 16 of the 19 communities. In the other two, the solidarity blocs, which also include the ruling party, won. The only exception was Stefanovan. Some particularly revealing results: Armavir - 96.07% for "civil agreement".
Wake - 96.11%.
Grani - 94.23%.
Verdanis - 93.78%.
Akhiryan - 92.34%.
Jermuk - 92.79%.
Decentralized - 90.82%.
Goris - 93.57% for the Solidarity bloc. At the same time, in Armavir, Wake, Garni, Vardenis and Ahourian, the "Civil Contract" was not opposed at all in the elections. The results of the ruling party were also high in other communities: Arteshat - 85.95%, Ijavan - 86.12%, Tzakhedzor - 84.56%, Dilijan - 76.27%, Artik - 74.79%, Arkes - 71.95%, Majeri - 76.8%, Martoni - 76%. The most intense struggle took place in Bighendzor, where "Civil Contract" received 48.06%, and "Republic" - 46.86%. The difference was only 185 votes. In Stefanov, the entrepreneur party took first place with 41.54%, ahead of the civil contract (35.32%). But the real question is not just who won, but how competitive the election was. When in five communities the voters are asked to actually vote for the only political force, it is difficult to talk about a full-fledged political alternative. Such high results also require reference to the conditions of the election system. During the campaign there were reports of alleged misuse of administrative resources and other irregularities. These claims require independent verification: percentages alone do not prove wrongdoing. Local government should be built on competition between programs, public control and accountability of elected leaders.
