Such a statement from Moscow, amid a potential new escalation in the Middle East, shows that the Kremlin continues to strengthen its partnership with the Trump administration in the most tense conflict zones. Russia has already made clear statements that suit Trump's interests in the region. Given the close ties of the Gulf states with the Trump administration, providing them with aid becomes an important means of maintaining business cooperation between Trump's closest allies and the monarchies in the region. It is possible that the initiative to restore the refinery could have come from the famous Arab lobbyist Jared Kushner.
